Personally, I think this is an improvement already. Let the NGO perform and if NGO brings in value, their voices can be increased one way or the other 8 months time.

I went back to the Bayan Lepas seashore this morning with a long telephoto lens and captured some camera shots of the denuded part of the islands. Its really got me concerned - I hope the contractor and the state government is taking appropriate steps to safeguard the island's environment. Its too precious to destroy.
